It included components and additional funding (2 billion3) from the Biomedical Advanced Research and Development Authority (BARDA), an HHS office for bioterrorism, including chemical, biological, radiological and nuclear (CBRN) threats.4

27 Jun 2021, a government investigation confirmed his accusations: the Office of the Assistant Secretary for Preparedness and Response (ASPR) ““misappropriated millions of dollars that Congress appropriated for [BARDA] to respond to public health emergencies”7 and didn’t “comply with Federal fiscal law when managing BARDA appropriations”8 while this “misuse” was “widespread and well-known, this practice appeared to be for nearly a decade.” 9 BARDA officially spends in “research” about 300 million per year but this proves that’s how billions could be spent in developing bioweapons like COVID, without any oversight.

21 Feb 2023 The nefarious Bill & Melinda Gates Foundation and the Rockefeller Foundation27 designed a roadmap called the “Coronavirus Vaccines Research and Development (R&D) Roadmap (CVR)” for a universal corona vaccine with 1 million USD for its 50 international scientists, under the University of Minnesota’s Center for Infectious Disease Research and Policy (CIDRAP), which stated a self-fulfilling prophecy about the “novel coronaviruses that will certainly follow.” 28 CIDRAP is also developing a universal influenza vaccine.29
